• Enforce security measures and impose the rule of law on all the Lebanese territory.
• Adopt Lebanon's neutralization from all regional conflicts and pursue an active diplomacy that restores its leading role and breaks out its isolation.
• Set up an international humanitarian and carefully devised plan with relevant actors to ensure the return of Syrian refugees.
• Reaffirm the right of Palestinian refugees to return to their land and refuse their resettlement inside Lebanon.

A Neutralized Sovereign State

 

• Develop a defense strategy by equipping the army with high-quality weapons from all available sources.  
  • Establish a defense strategy that takes into account Lebanon's capabilities, geography, the nature of the Israeli enemy, and other dangers to its sovereignty, within a maximum period of one year.
  • Take into consideration experiences and competencies that led to defeating the occupation.
  • Equip the army with appropriate weapons from any available source without any political consideration other than Lebanon's defense.
• Limit arms in the hands of Lebanese legitimate armed forces.
  • The decision of peace and war should exclusively be taken by the Lebanese government.
  • No weapons should remain with forces, other than the Lebanese army, under any excuse.
  • All resistance fighters wishing to enroll in the armed forces should be able to join them. The exact numbers will be determined in a later stage.
  • ‏Organize a military or civil service within the armed forces to hold all citizens responsible for the defense of Lebanon.
• Enforce security measures and impose the rule of law on all the Lebanese territory.
  • Remove all security zones.
  • The Lebanese armed forces maintain control over all borders.
  • Armed forces receive orders exclusively from the Lebanese government, and any interference in their duties is forbidden except in accordance with the law.
• Adopt Lebanon's neutralization from all regional conflicts and pursue an active diplomacy that restores its leading role and breaks out its isolation.
  • Lebanon adopts neutralization from all regional and international conflicts.
  • Lebanon remains in solidarity with the Palestinian cause, which is rightful and just by all standards, while preserving its sovereignty.
  • Lebanon restores its role as a space of freedom, a meeting point, and a mediator for resolving regional conflicts.
• Set up an international humanitarian and carefully devised plan with relevant actors to ensure the return of Syrian refugees.
  • Submit a formal request to the United Nations to urge the five Security Council permanent members to impose a buffer zone in Syria. Under the protection of international forces, to receive the displaced Syrians and provide them with decent accommodation requirements.
  • Call on the European Union and the Arab countries to contribute substantially to financing this step.
• Reaffirm the right of Palestinian refugees to return to their land and refuse their resettlement inside Lebanon.
  • Amid the regional changes and the increasing racism of the Israeli entity towards the Palestinian people, call on the United Nations, the General Assembly, and the Security Council, to reaffirm the right of return for the Palestinians (Resolution 194).
