    • Gather evidence and documents that uncover the negligence and corruption in the country that led to leaving explosive materials in the port for a period of seven years.
    • Request that the United Nations assist the Lebanese judiciary by sending international judges, as they did in the case of the Republic of Guatemala, to eliminate the pressure placed by authorities.
  • Cooperate with international bodies to freeze the accounts of corrupt officials and recoup embezzled funds that have been transferred abroad.
    • Gather suspicious documents and facts about corruption by officials in power and their transfer of funds abroad.
    • Ask the countries to which these funds were transferred to freeze them until the completion of investigations into their sources.
  • Prevent any Lebanese politician from taking part in any tender or public procurement, whether directly or indirectly.
    • Adopt a law defining which people and their relatives are banned from participating in any public tender or procurement.
    • Within the decrees of this law, include a detailed list enumerating all potential means by which one might circumvent this prohibition.
    • Ask each participant in a tender to pledge, in writing, that she/he does not work for any Lebanese politician. If a politician is a close relative of a participant in the tender, he must then pledge that the related politician is not part of the tender, personally assuming responsibility for bypassing this law.
  • Limit the Military Tribunal jurisdiction to the individuals and purposes it was designed for.
    • The jurisdiction of the exceptional Military Tribunal shall be limited to the prosecution of military personnel.
    • If a civilian is involved in the crime, then the entire case falls under the jurisdiction of the ordinary criminal courts.
  • Impose the independence of the judiciary and strengthen oversight agencies
    • Endorse the listed laws in this regard, especially laws for the independence of the judicial and administrative judiciary.
    • Strengthening control bodies by increasing their human and logistical capabilities.
