Provide monthly direct cash assistance to families living below the extreme poverty line.
As a condition to receive assistance, compel the "beneficiary” to her/his children in school (if applicable) and to secure a vocational education for herself/him.
Include the entire budget for the conditional cash assistance in the Ministry of Social Affairs’ budget.
Establish a national social registry that assigns a unique identifier for each beneficiary and put corresponding governance mechanisms in place to ensure the program's transparency.

Resources that may be shared between twinned schools include personnel, administrators, and/or teaching staff, as well as equipment, such as computers, laboratories, database services subscriptions, audiovisual equipment, sports fields, etc.
Schools that participate in the program will be eligible to benefit from certain tax exemptions.
