Naji Abu Khalil

Naji Abu Khalil was born in the city of Tyre in 1985. He holds a master's degree in international security from the Paris Institute of Political Studies (Sciences Po) and a master's degree in international law from the University of Lille II. He is an expert on the reform of the security sector and the political economy of armed groups and has specialized in the affairs of Libya and North Africa.

Between 2015 and 2018, he was part of a team of experts working on Libyan affairs in affiliation to the UN Security Council. He was entrusted with following up on the implementation of the international sanctions imposed on Libya and detecting violations and submitted six reports to the UN Security Council. Previously, he had worked with Altai Consulting on projects aiming to reform the security sector and governance. Prior to that, he had worked in Paris with Total Co. as an analyst for political and security risks relating to its work in the Middle East and North Africa region.

Naji Abu Khalil is a founding member of the NORIA Research Network which was established in 2011 and headquartered in Paris. He has also completed research on armed groups and contributed to a number of publications in cooperation with the United States Institute of Peace (USIP).
