• Limit the budget deficit to 4% within 3 years, cut the electricity deficit to zero within 2 years, and rationalize the public sector employment policy.
  • After adopting a fair distribution of losses and putting an end to the public debt policy, restructure the public debt to be in line with international standards and the capabilities of the Lebanese economy and the production sector.
  • Restructure employment policy and the public sector pension system.
• Overhaul and enumerate the losses of “Banque du Liban”, redirect its focus back to its core mission of maintaining currency stability and financial soundness in the banking sector, and gradually adopt a floating exchange rate.
  • Approve and conduct an in-depth forensic audit of the “Banque du Liban” upon identifying a trusted entity (an international agency).
  • Lift banking secrecy that operates without restrictions, conditions, or time limits to fulfil the forensic audit goal.
  • Assert the independence of the Central Bank and limit its mission to preserving the value of the national currency, controlling inflation, and protecting the purchasing power of Lebanese citizens.
  • Unify the Lebanese pound rate and gradually adopt a free-floating exchange rate.
• Reform the banking sector by encouraging consolidation, protecting small depositors, and ensuring the financial needs of citizens and the economy are met.
  • Upon enumerating the losses of banks, agree to reschedule the public debt in light of the BDL's audit findings.
  • Protect the largest possible percentage of small depositors based on the cost of emerging from the crisis, and a fair distribution of losses.
  • Raise the bank capital requirements and encourage the swap of large deposits for shares (bail-in).
  • Hold executive officials accountable for reckless monetary and investment policies in the previous period.
  • Encourage investment in the production sector by limiting lending in the public sector and setting up specialized investment funds.

• Implement the AFAAL program to fight extreme poverty through direct cash transfers.
  • Provide monthly direct cash assistance to families living below the extreme poverty line.
  • As a condition to receive assistance, compel the "beneficiary” to her/his children in school (if applicable) and to secure a vocational education for herself/him.
  • Include the entire budget for the conditional cash assistance in the Ministry of Social Affairs’ budget.
  • Establish a national social registry that assigns a unique identifier for each beneficiary and put corresponding governance mechanisms in place to ensure the program's transparency.
• Secure universal health insurance coverage using a system that utilizes mandatory, state-issued Healthcare Cards.
  • Provide every resident of Lebanon with a mandatory national healthcare card that qualifies her/him to receive a package of basic preventive and health treatment services.
  • The Ministry of Social Affairs should pay the fees, partially or fully, for the poor and the extremely poor.
  • All health coverage providers, in both the public and private sectors, must adhere to the set price of the basic services package reflected in the Healthcare Card.
  • Anyone can buy additional health insurance from private providers.
• Introduce fiscal incentives regarding rents and fee payments to reduce the number of vacant residential apartments.
  • Impose taxes on vacant properties, thus encouraging homeowners to sell or rent them out.
  • Reduce purchase registration fees for apartments less than 150 square meters, which are often sought by young people.
  • Reduce municipal fees for the rental of apartments less than 150 square meters.
• Reinforce twinning projects between private and public schools.
  • Improve the quality of formal education by launching a partnership program between public and private schools that facilitates the transfer of knowledge, expertise, and resources between private and public schools.
  • Resources that may be shared between twinned schools include personnel, administrators, and/or teaching staff, as well as equipment, such as computers, laboratories, database services subscriptions, audiovisual equipment, sports fields, etc.
  • Schools that participate in the program will be eligible to benefit from certain tax exemptions.

  • Gather evidence and documents that uncover the negligence and corruption in the country that led to leaving explosive materials in the port for a period of seven years.
  • Request that the United Nations assist the Lebanese judiciary by sending international judges, as they did in the case of the Republic of Guatemala, to eliminate the pressure placed by authorities.
• Cooperate with international bodies to freeze the accounts of corrupt officials and recoup embezzled funds that have been transferred abroad.
  • Gather suspicious documents and facts about corruption by officials in power and their transfer of funds abroad.
  • Ask the countries to which these funds were transferred to freeze them until the completion of investigations into their sources.
• Prevent any Lebanese politician from taking part in any tender or public procurement, whether directly or indirectly.
  • Adopt a law defining which people and their relatives are banned from participating in any public tender or procurement.
  • Within the decrees of this law, include a detailed list enumerating all potential means by which one might circumvent this prohibition.
  • Ask each participant in a tender to pledge, in writing, that she/he does not work for any Lebanese politician. If a politician is a close relative of a participant in the tender, he must then pledge that the related politician is not part of the tender, personally assuming responsibility for bypassing this law.
• Limit the Military Tribunal jurisdiction to the individuals and purposes it was designed for.
  • The jurisdiction of the exceptional Military Tribunal shall be limited to the prosecution of military personnel.
  • If a civilian is involved in the crime, then the entire case falls under the jurisdiction of the ordinary criminal courts.

• Implement the digitization program (high-speed Internet and 5G) and supply Internet access to every home and institution.
  • After reviewing the priorities, implement all the CEDRE conference decisions including infrastructure development.
  • Liberalize the telecommunications sector and launch new licenses in all fields, particularly the 5G and the Fiber Optics fields, and establish a Data Center.
